SIA Announces 2025 Executive Committee Officers
Planet Labs' Danielle Piñeres Appointed as Chair
The Satellite Industry Association (SIA) Board of Directors has elected the following persons as executive committee officers for 2025: Danielle Piñeres of Planet Labs PBC as Chair, Peter Davidson of Intelsat as Vice Chair and Stacy Fuller of DIRECTV as Treasurer.

Piñeres is Deputy General Counsel and vice president of Regulatory Affairs and Policy at Planet Labs PBC where she advises on policy and licensing matters before the FCC, NOAA, and other government agencies. She serves on the Advisory Committee on Excellence in Space and has served on the National Telecommunications and Information Administration’s Commerce Spectrum Management Advisory Committee and on the FCC’s World Radiocommunication Conference Advisory Committee.
Before joining Planet, Ms. Piñeres was VP and Associate General Counsel at NCTA – The Internet & Television Association where she represented the interests of the cable industry on wireless spectrum policy, supply chain, and cybersecurity matters, and where she developed particular expertise in unlicensed and shared spectrum issues. Ms. Piñeres was previously an Associate at Harris, Wiltshire & Grannis LLP where she represented clients in FCC rulemakings, compliance and licensing matters before the FCC and OFAC, and foreign investment reviews. Ms. Piñeres is a graduate of the Georgetown University Law Center and the University of Idaho.

Our 2025 executive committee brings a strong level of regulatory and leadership expertise while once again representing the industry’s broad range of new and incumbent space technologies via both NGSO and GEO satellites.

Peter B. Davidson has served as the VP of Global Government Relations and Policy at Intelsat since August of 2020. Prior to that, he served as Deputy Dean for Strategic Initiatives at the Antonin Scalia Law School at George Mason University, General Counsel of the U.S. Department of Commerce, SVP of Government Affairs at Verizon Communications, General Counsel of the U.S. Trade Representative, VP Government Affairs at USWEST and Qwest, General Counsel and Policy Director for the Majority Leader of the U.S House of Representatives, and Attorney-Advisor in the Office of Legal Counsel at the Department of Justice.
He is a native Minnesotan, and graduate of Carleton College and the University of Virginia School of Law.
Stacy Fuller is SVP, External Affairs at DIRECTV. In this position, she is responsible for overseeing all federal, state and local legislative and regulatory issues impacting the company. Prior to joining DIRECTV in 2005, Ms. Fuller was Media Legal Advisor to former FCC Commissioner Abernathy. Before serving in the government, she worked at Skadden, Arps, Slate, Meagher & Flom, LLP, Discovery Communications, Inc., Alston & Bird, and Wiley, Rein & Fielding.
Ms. Fuller is a graduate of Emory University School of Law and the University of Michigan.
