Satellite Test Center Planned for Northern Norway
Rheinmetall Nordic Signs Letter of Intent With Andøy Municipality for Integrated Processing Facility
A satellite test center is planned for the Arctic Norwegian island of Andøya after Rheinmetall Nordic AS and Andøy Municipality signed a Letter of Intent to establish the Rheinmetall Integrated Process Facility, or RhIPF, at Prærien Business Park in Andenes.

The agreement, announced April 17, 2026, outlines a shared framework for moving forward with land leasing, zoning, and construction processes. The facility is designed to serve as a satellite test center and is expected to add to the expanding space and defense industry cluster already taking shape on Andøya.
Under the terms of the LOI, Rheinmetall Nordic will provide technical specifications and documentation necessary for planning and permitting. Andøy Municipality has committed to facilitating efficient processing and ensuring access to required infrastructure. Rheinmetall has secured exclusive rights to a designated area within Andøy while both parties advance toward a final lease agreement and potential development agreement. The project remains contingent on a final investment decision by parent company Rheinmetall AG.

Andøya has in recent years grown as a strategic location for space and defense activity. The island is home to Andøya Space, a commercial launch facility and one of the few orbital launch sites in Europe, which has attracted a constellation of aerospace and defense-related ventures. The addition of a satellite test center would extend that cluster’s capabilities, adding on-island infrastructure for processing and testing satellites prior to launch or deployment.
The planned RhIPF would position Rheinmetall, a German defense and technology conglomerate, as a key industrial anchor at the site. Rheinmetall has been expanding its footprint in Northern Europe as NATO allies accelerate investment in defense and space infrastructure. Norway, as a NATO member with significant Arctic territory, has become a focal point for that push.
The next steps include finalizing a lease agreement and development plan, as well as preparing construction documentation, all subject to necessary regulatory approvals.
