Satellite Industry Association Announces New Executive Committee Officers
Three Industry Leaders Chosen by the Board of Directors
The Satellite Industry Association Board of Directors has elected the following persons as executive committee officers for 2024: Julie Zoller of Amazon as Chair, Danielle Piñeres of Planet Labs PBC as Vice Chair and Peter Davidson of Intelsat as Treasurer.

“First, I would like to thank outgoing Chair Jennifer Warren of Lockheed Martin for her much-appreciated commitment and dedicated service promoting the Association and the satellite and space industry over the past 12 months,” said Tom Stroup, president of the Satellite Industry Association. Throughout 2023, thanks to the tremendous work of SIA, the Executive Committee and its members, the Association successfully advocated for an expanding and vital commercial satellite business. Our newly elected executive committee once again represents the broad range of new and incumbent space businesses and both NGSO and GEO technologies that make up today’s satellite industry. The 2024 executive committee continues to bring a tremendous level of industry and regulatory expertise to SIA’s leadership.
“During the past 12 months, the satellite industry continued to launch record numbers of spacecraft with approximately 10,000 satellites now operating in Earth orbit. This expansion resulted in increased attention from policy makers and regulators throughout 2023. SIA and its executive officers and members collectively look forward to working together with government and industry to advocate for and promote the commercial satellite industry through 2024 and beyond.”
Julie Napier Zoller is the Head of Global Regulatory Affairs for Amazon’s Project Kuiper, the Company’s low-Earth-orbit global broadband satellite constellation and service.
She previously served as the Chief Government Affairs Officer at Omnispace, Senior Deputy Coordinator for International Communications and Information Policy at the State Department, Deputy Associate Administrator for International Spectrum at the National Telecommunications and Information Administration, and in various capacities with the Department of Defense. Julie has led many U.S. delegations to multilateral organizations to achieve digital policy objectives at the global level and was an elected member of the International Telecommunication Union’s Radio Regulations Board for eight years, two as chairperson. She currently serves on the Federal Aviation Administration’s Commercial Space Transportation Advisory Committee and the boards of the United States Telecommunications Training Institute and Satellite Industry Association.
Danielle Piñeres is Vice President of Regulatory Affairs and Compliance at Planet Labs PBC where she advises on compliance issues as well as policy and licensing matters before the FCC, NOAA, and other government agencies. She has served on the National Telecommunications and Information Administration’s Commerce Spectrum Management Advisory Committee and on the FCC’s World Radiocommunication Conference Advisory Committee.
Before joining Planet, Ms. Piñeres was Vice President and Associate General Counsel at NCTA – The Internet & Television Association where she represented the interests of the cable industry on wireless spectrum policy, supply chain, and cybersecurity matters, and where she developed particular expertise in unlicensed and shared spectrum issues. Ms. Piñeres was previously an Associate at Harris, Wiltshire & Grannis LLP where she represented clients in FCC rulemakings, compliance and licensing matters before the FCC and OFAC, and foreign investment reviews. Ms. Piñeres is a graduate of the Georgetown University Law Center and the University of Idaho.
Peter B. Davidson has served as the VP of Global Government Relations and Policy at Intelsat since August of 2020.
Prior to that he served as Deputy Dean for Strategic Initiatives at the Antonin Scalia Law School at George Mason University, General Counsel of the U.S. Department of Commerce, SVP of Government Affairs at Verizon Communications, General Counsel of the U.S. Trade Representative, VP Government Affairs at USWEST and Qwest, General Counsel and Policy Director for the Majority Leader of the U.S House of Representatives, and Attorney-Advisor in the Office of Legal Counsel at the Department of Justice.
He is a native Minnesotan, and graduate of Carleton College and the University of Virginia School of Law.
